BIODIVERSITY OFFSETS AND WETLAND REHABILITATION
The Record of Decision (RoD) of 15 June 2011 (Condition 3.2.4) required that a suite of Environmental Management Plans (EMPs) be prepared for the project. These included the following:
(l) A detailed plan for the rehabilitation of off-site wetlands in the Mooi and Mgeni catchments to mitigate the loss in wetland function and habitat (including base monitoring). Separate plans must be submitted for each individual wetland to ensure that site specific issues are included. It is recommended that the Applicant consult with the Working for Wetlands programmes as overseen by the South African National Biodiversity Institute (SANBI) since rehabilitation activities may trigger activities listed in terms of the Regulations, 2006, which will then require environmental assessment.
(m) A detailed plan of action to establish offset areas to compensate for the loss of biodiversity and habitat and for the management of the areas during the operational phase of the MMTS-2.
To fulfill the requirements of the RoD a baseline report (phase 1) and a planning report (phase 2) have been prepared. These documents have been formally submitted to the Department of Environmental Affairs on 9 June 2015. The documents are available to download in pdf format below:
